California Cooling Act takes effect Jan. 1, 2019
As a reminder, the California Cooling Act (CCA), Senate Bill 1013, reinstates the hydrofluorocarbons (HFCs) reduction targets from the previously vacated U.S. Environmental Protection Agency Significant New Alternatives Policy (EPA SNAP). The CCA reinstates SNAP Rules 20 and 21 and requires businesses to transition to alternative refrigerants for products sold in the state on Jan. 1, 2019
According to the California Air Resources Board, enforcement is strictly on the date of manufacture, not first installation. Also, there is no “sell through” period mentioned in the Act, so there is no time limit on the first installation of older equipment.
