IEEPA Phase 3 underway
U.S. Customs and Boarder Protection (CBP) is moving forward with Phase 1 and 2 of IEEPA tariff refunds and launched Phase 3 Oct. 6, beginning with qualifying importers involved in Court of International Trade cases. The government continues to appeal the court’s refund order, so NAFEM members should preserve entry-level documentation and monitor CBP guidance as the process evolves. Russian sanctions law adds new tariff authority
President Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act into law Sept. 18, expanding U.S. sanctions on Russian financial institutions, officials and businesses and extending sanctions on Iran through 2031. The law also restricts certain U.S. exports, investments and purchases involving Russia and directs the president to implement higher tariffs on Russian goods by Oct. 18, with rates of up to 500% ad valorem, or five times the value of the imported product. It also authorizes tariffs of up to 100% on imports from certain countries that continue purchasing significant amounts of Russian oil or natural gas. The law does not set an automatic effective date for these tariffs; they will take effect when the administration formally imposes them.
