Toxic Substances Control Act webinar series
Today – June 11 – at 2 p.m. Eastern, register for Session 2 of the Toxic Substances Control Act (TSCA) series. The National Association of Manufacturers (NAM) and the American Industrial Hygiene Association (AIHA) are hosting the series to explain how TSCA works, how it may affect business operations and supply chains, and what steps companies should take when a chemical of interest enters the review process. NAM and AIHA provided links to the Session 1 recording and slide deck. Session 3 is July 9, at 2 p.m. Eastern. Watch for the registration link, which NAFEM will share when it’s available.
PFAS updates
- Before concluding the spring session, Illinois legislators advanced HB 2955 to the Senate Environment and Conservation Committee and referred the bill to the Senate Assignments Committee. The bill would hold PFAS manufacturers (not defined) fully responsible for the costs of monitoring, containing and eliminating PFAS from wastewater systems, including any expenses tied to future state and federal regulatory requirements. It also would create a state committee to calculate these costs and develop a framework for passing them directly to manufacturers.
- The Minnesota legislature approved an amendment exempting manufacturers from PFAS reporting requirements on products manufactured before July 1, 2023. Governor Walz’s signed the bill, SF 4612, May 26.
- EPA published two proposed rules revising the 2024 final PFAS National Primary Drinking Water Regulation.
- The first proposed rule would extend by two years – from 2029 to 2031 – the compliance deadline for publicly owned treatment works (POTWs) to meet maximum containment level (MCL) of 4 parts per trillion (ppt) each for PFOA and for PFOS. Written comments are due by July 20.
- The second proposed rule would rescind the MCLs for the four other PFAS (PFHxS, PFNA, HFPO-DA/GenX, and PFBS) and remove the “hazard index” approach for mixtures. Comments are due by July 20, 2026.
- The EPA will hold a virtual public hearing July 7.
- May 25 was the deadline to submit comments on the European Chemicals Agency’s (ECHA) draft opinion regarding the PFAS Restriction Proposal. The Complex Products Manufacturers Coalition, of which NAFEM is a member, will continue to monitor the results and share updates.
