House advances infrastructure investment bill
The House Transportation and Infrastructure Committee advanced the BUILD America 250 Act by a 62–2 vote, moving forward a surface transportation package that incorporates many of the priorities championed by the National Association of Manufacturers (NAM) through its Building to Win campaign. The NAM launched the campaign to urge Congress to pass significant infrastructure investments and reauthorize critical federal highway programs. Analysis indicates that highway congestion costs manufacturers more than $25 billion annually and causes over 65 million hours of freight delays each year.
Jumpstart Savings Act could strengthen America’s skilled workforce
The bipartisan Jumpstart Savings Act (H.R. 7115) would establish tax-advantaged savings accounts modeled after 529 college savings plans. These accounts would help people save for apprenticeship programs, trade certifications, tools, equipment, and small business startup costs associated with skilled professions.
SEC proposal would simplify regulatory burdens
The Securities and Exchange Commission (SEC) proposed reducing corporate filer classifications from five to two: large, accelerated filers and nonaccelerated filers with a public float below $2 billion. Under the proposal, new public companies would retain nonaccelerated filer status for their first five years on the public market, regardless of size. The changes would allow more small and midsize companies to qualify for scaled compliance requirements, including an exemption from the Sarbanes-Oxley Section 404(b) requirement for external auditor attestation of a company’s internal financial controls.
